(Git) Add setting to enable "fetch all tags" by default. Make the default enabled.

This will help to get rid of tags.In our case this is important because we never get rid of any tag because there is always one person in our team wich forgets to fetch tags on fetch or pull and therefore is restoring all remotly deleted tags when the person pushes his work.Making this setting available and setting its default setting to enabled would prevent this immediately.
