When I open Tools -> Options, the window is bigger than my screen and I cannot see the window close button or the OK button. My screen is pretty average, not small. It's a business laptop, resolution 1600x900, DPI set to 125% on Windows 7.

It's possible that the issue manifests on other windows as well, but I haven't tested them all.
