Allow expanding environment variables in tool paths

      Let's say this is configured diff tool and it works
      C:\Apps\File\BCompare-4.2.9.23626\BComp.exe
      But if to create a PATH variable
      %APPS%=C:\Apps
      And to set in SourceTree diff tool
      %APPS%\File\BCompare-4.2.9.23626\BComp.exe
      then it's not expanded.

      Allowing expansion is highly desirable for easy import/export settings between systems with different disk configurations.
