It would be cooperative if on the subject type scheme an effective date range could be configured for issue types such that for projects where that issue type scheme is used, certain issue types can only be selected by users during the configured date interval.
This would have the effect of being able to obsolete an issue type within a project(s) without changing existing tickets.
Use Case: Our company decided to change the way they were handling certain returns issues. The old way was valid but less efficient and caused occasional confusion for the warehouse associates. The new way is more uniform, streamlined, and contains fewer exceptions. Jira tickets for investigation into the cause of each instance are handled very differently and for a while during implementation both processes will exist. The old process will go away after a while so users should no longer be allowed to create those tickets after that point.
