I'm not sure when this was added, but current ST always updates submodules when switching branches. As we have optional submodules that do not need to be initialized/updated, we always have to manually deinit them after switching branches in ST. This is very cumbersome, and colleagues regularly run into issues.

There exists an option to "Check submodules before commit & push", but it doesn't affect any other actions. It would be very helpful if this could be extended to also affect switching branches and/or cloning.
