Merge creates commit when 'commit merge immediately' is not checked

    Description

      I like to manually enter a commit message and uncheck 'commit immediately' when merging but lately it has been apply the commit immediately even when unchecking.

       

      Steps to reproduce

      1. initiate merge
      2. ensure 'commit merge immediately (if no conflicts)' is NOT checked
      3. click OK
      4. commit has been created

       

      Operating System: OSX 11.4
