Setting up shortcuts with F1-F12 succeeded and there was no shortcut conflict warning popped up at all. But when we pressing the corresponding shortcut, SourceTree for macOS failed to trigger any custom action.

This problem could be reproduced only when custom shortcuts including F1~F12 keys.
