Resizing main ST window partly broken: either does Nothing or displays "Command History"

    Description

      On the bottom edge of the Main Window, the hidden GUI for the Command History is always active, even in the case the history has been "hidden" from the Main Window. Therefore, resizing the main window through the bottom edge can result undesirably in no action whatsoever (if dragged downwards), or it can display the Command History area (if dragged upwards).

      Put it another way: ST's GUI can defy my window-dragging intention by undesirably revealing the Command History area.

      1. Launch ST (2.5 v104)
      2. Ensure the Command History is hidden (Menu: View > Show Command History)
      3. Move mouse over the bottom edge of the ST window, hover the cursor on that edge
      4. Notice mouse cursor icon itself changes between three icons, normal pointer, double-headed arrow, and single-headed arrow with baseline, all within a one pixel radius as you slowly move the mouse around the edge. Try and carefully hover to make the single-headed arrow with baseline cursor appear. Note if you are using a pen-input device, like a Wacom tablet, which naturally drifts and is hard to keep still, this fine-grained icon selection may not be reliably possible.
      5. Drag the Main Window's bottom edge Downwards (the middle of the bottom edge, to be more specific) 
      6. Nothing will happen
      7. To workaround: repeat the hover until the double-headed arrow appears
      8. Drag the Main Window edge Downwards
      9. The window will be resized as expected

      I expected the main ST window to be resized in all cases when the Command History is "hidden". (That is why I initially categorized this issue as "Bug").

      I would expect for the Command History drag-out area to be Discoverable through a pop-up region; a small bar indicating to me that I can click and drag the bar to show a hidden window. (This part of the issue is New Feature - but I still feel this issue represents buggy behavior - the command history edge breaks resizability of the window.) 

      A workaround for this difficulty is to hover the mouse very slowly in a search-pattern over the edge, until the desired mouse cursor icon type appears. 

      Another workaround is to use the corner to resize.
