      I want a prompt or input for JIRA task IDs when I commit to git/hg
      So that I am reminded to link my commits to JIRA tasks

      This is a feature that exists in most SVN clients (ex: TortoiseSVN for Windows). Having this prompt helps teams remember to link their commits to JIRA IDs.
