Allow ignoring a file for just the local repo for git

Currently there is no way to add a file I wish to ignore to $GIT_DIR/info/exclude, only .git_ignore and the global config. This would allow me to ignore files that get created by tools on my system, but that I don't want to add to one repo's git ignore, although sometimes to another repo.
