Add an option to the Fetch dialog to add --tags parameter

'git fetch --tags' retrieves orphaned tags from the remote (those which are not referenced by any branch). Most of the time people don't want them, since if you delete a remote branch you don't want to have to go through deleting every tag on that branch too, but occasionally someone does want to be able to grab the orphaned tags.

Add a checkbox to the Fetch dialog to enable retrieving of orphaned tags. The option should default to false.
