For newly created pages the 'Open in source editor' button does not show on the toolbar. This button appears only when you edit a saved page.

Thanks. This is deliberate, as it's currently not always possible to convert between the editor format and storage format for drafts.
Basically if a page has a link in it is not possible to do the conversation while the page is a draft, it needs to be saved first. This would require a change to how the core of Confluence works, so for the moment we accepted that this would not work for drafts.
We are looking at changing how drafts works in Confluence, so this should make it easier to support this in the future. No ETA for a resolution though.
