      Steps to Reproduce

      1. Deploy Bitbucket using Azure
      2. It's a fickle error, so it may or may not appear.

      Expected Results

      Successful deployment

      Actual Results

      Deployment failed with "RetryableError"

      Workaround

      Just redeploy the bbsVmssTemplate manually and this error will disappear
