      Issue Summary

Users cannot set server time zone when they are installing or migrating Jira via CloudFormation template

      Expected Results

Users should be able to choose the server TZ when creating Jira environments via the CloudFormation template

      Actual Results

The server starts with UTC TZ. This impacts users, especially during the migration. If the source server (and the data) is not in the UTC time zone, then some parts of the data from today are shown on the previous or on the next day.

      Workaround

      To change server TZ manually
