File attachment during issue creation fails with "We don't recognise the format" error

      Description:

      When creating a Jira issue and adding file attachments to the description, the following error appears: "We don't recognise the format of a file you added or the data in it. Remove and try again."

      If the attachment is removed, the issue can be created successfully. Attachments can then be added after creation without any error.

      Steps to reproduce:

      1. Click "Create Issue"
      1. Add an attachment (paste or drag-and-drop) into the description field
      1. Click "Create"
      1. Error appears
