Check if user's license is valid

      Request comes directly from a client wanting to use the SAML plugin but cannot at the moment due to lack of features needed for their security compliance policies.

      When logging into Bitbucket, or elsewhere, the plugin should check the user's license to see if it's still valid.

      If the license is valid, no message will be shown, the user will continue to where they were going.

      If the license is not valid, the user will be shown a message that they don't have a valid license, and then will be redirected to a URL; which the Admin will configure in the plugin's settings.
