Have the ability to activate an inactive user on a successful login via SSO

      With Authentication for Data Center or SSO for Atlassian Data Center with SAML login configured we could have the ability to reactivate an inactive user.

      Expected Behavior

      When an user is inactive in Jira but this user can login successfully via the IDP it should be activated again in Jira.
      The user should be able to login

      Actual Behavior

      User gets an error being unable to login to contact their administrator.

      Good to have

      Admins could have a flag to enable this behavior.
