Add ability to customize SSO logout page

      Currently, when logging out, users are redirected to <base-url>/plugins/servlet/sso-logout, which displays the following message:

      You've been logged out.

      You've been logged out of product name, however you may still be logged in to your single sign-on identity provider.

      Didn't mean to log out? Log in again.

      As a Data Center product administrator, I'd like to either:

      1. Customize the contents of this message.
      2. Send users to a completely different page upon logout.
