Issue Summary
Customer is unable to remove Rovo Dev Reviews from GitHub after their Rovo Dev subscription ended. Despite deactivation, Rovo Dev comments (error messages) continue to appear on their repositories.

Steps to Reproduce
- Create PR in the GitHub
- Then you will see the comments still appear on the repositories
Expected Results
We shouldn't get the Rovo Dev comments (error messages) for creating a PR.
Actual Results
Despite deactivation, Rovo Dev comments still appear on the repositories.
The error message says:
"Couldn't review this pull request Rovo Dev tried to review the code but something went wrong. More about code review errors."
Workaround
We send error messages to the PR when Code Reviewer is disabled at the org level but enabled at the workspace/repository level.
In the meantime, if the customer turns off Code Reviewer at the workspace level, this should disappear.
