Issue Summary

When an Org admin tries to explore Rovo Dev CLI, the following message is seen:

You need Rovo Dev Agents user permission to access Rovo Dev
To use Rovo Dev CLI, your organisation administrator needs to add you to the rovo-dev-agents-users permission group. Request access from your organization administrator.

Checking admin.atlassian.com > Org > Groups, there is no such group named "rovo-dev-agents-users" which can be confusing to admins.
This can occur when the admin is trying to use Rovo Dev CLI on a site where Rovo Dev app is not added.

Steps to Reproduce

1. Try to use Rovo dev CLI on a site where Rovo Dev app is not added

Expected Results

The message should indicate that Rovo Dev App needs to be installed and hence Org admin must be contacted for the action.

Actual Results

The message indicates that the user is not part of a group named "rovo-dev-agents-users". This group cannot be found in the admin groups page.

Workaround

To mitigate the issue, please add Rovo Dev app to the required site first and then try Rovo Dev CLI.
