Setting up an incoming link will fail if the redirect URL contains _

Steps to Reproduce

1. Configure an incoming link
2. Have _ in the redirect URL
3. Attempt to authorize the link

Expected Results

The consent / authorization process completes successfully

An error is returned indicating the return URL is not valid:
