Allow marketplace product licenses to limit the number of users they apply to.

      I was recently looking to get a web connector for Jira to tableau.

      The pricing for 1-10 was very reasonable and within my budget, however apparently you have to buy a licence for all users. We have ~150 users.

      I only needed this for about 7 users so it would have costs me about $300 per month vs $5 against my real need.

      Im sure this must apply to plenty of companies, that the use case for a given tool may only apply to a small sub set i.e. managers generating reports.

      A way to apply a license to a specific user would be very helpful, and likely mean that more applications could be sold through marketplace.
