Allow marketplace product licenses to limit the number of users they apply to.

      I was recently looking to get a web connector for Jira to tableau.

      The pricing for 1-10 was very reasonable and within my budget, however apparently you have to buy a licence for all users. We have ~150 users.

      I only needed this for about 7 users so it would have costs me about $300 per month vs $5 against my real need.

      Im sure this must apply to plenty of companies, that the use case for a given tool may only apply to a small sub set i.e. managers generating reports.

      A way to apply a license to a specific user would be very helpful, and likely mean that more applications could be sold through marketplace.

            Agree 1000%! Good example is Portfolio. Just managers need to use this, but I can't configure it that way. Takes my monthly cost from $10 to $50+. Looks like we won't be using Portfolio.

            There are several addons that we would like to use, but the licencing structure makes it impossible to justify.  

            Marketplace developers need to push for this change because it is costing them a lot of subscriptions.
