When a user without the Administer Jira Global permission tries to access the Manage your apps section under the Apps menu in Jira cloud, the option following error is displayed-

You're almost there
It looks like our database is taking a little longer than usual to sync up. Wait a few moments then try again.
If you continue to see this error, raise a support request.

The error message should instead show a message stating that the user doesn't have the required permission.
