Issue Summary:

The installations that have the Expired or Legacy "Free" license type already had inactive license.

We are running a process which migrates existing installations to a new app lifecycle platform. Due to a limitation, in order to migrate these installations without an active license, we have to create a license for them. There is a changelog for this

These license appears as Free and active for a paid app in reporting.

Expected Results

Ideally these license should not appear in marketplace reporting. We are still discussing the best solution for this.

Actual Results

These licenses apppear in reporting.
