Issue Summary

Add the ability to restrict the add-ons to specific user groups or projects in Jira so that the apps will only have access to the required projects.

Steps to Reproduce

1. Add an app to Jira Instance
2. It will be available to all the projects that are created in the Jira instance

Expected Results

There should be a mechanism to limit the apps access to specific projects only

Actual Results

The apps have access to all the projects that are part of an instance
