Issue Summary:

Currently partner are not able to change public versions of their app to private.

Until recently, partner were able to change specific version of their app from public to private as long as

• Plugin status is private OR (version is private AND version doesn’t have any highlights AND plugin is not hidden in cloud/server/dc AND version doesn’t have legacy link fields)

• Plugin is NOT private AND (version is the only public approved version OR version is the only public PVA server version OR is the only public cloud version)

• User viewing the page is NOT marketplace admin AND version is NOT pending approval

Steps to Reproduce

1. Select an app version that complies with the above
2. Try to make the version private

Expected Results

The public version is changed to a private version

Actual Results

It is not possible to change the public version to private

Workaround

Contact Marketplace support to change the public version to private
