Need information about open quotes for a given license/customer

      Issue Summary

      Partners need an API which would fetch more details about open quotes and the details about the quote for a given customer/license. Exposing these details through an API would help partners to get more clarity on the licenses and can know the potential conversions. 

      We also have another suggestion to show if the customer has availed the grace period (for trail extension).

            We have to play detectives several times a week, every week. Now we are on Connect and can at least control access to the app. But with Forge, it will be a black hole — and that puts our very existence in jeopardy.

            Having open quote details available would reduce the support workload on Atlassian support because inevitably, marketplace vendors will ask Atlassian about such quotes. 

            Scale this up to all the quotes and all the vendors, and you have a significant cost saving on supporting vendors. A fortunate side effect of this cost saving is that the vendors will be happier.

            Having open quote information (start date, end date, app, tier, and quote expiry date) would be helpful for our deal pipeline, and it would also be really handy for our finance team to understand where deferred revenue is at and if/when $ may land from a forecasting perspective.

            The fact that partners and Atlassian can do so many things with our licenses that aren't reported to us is egregious. What is not understood is that we are running a business and we need clear auditable license and transaction reports. I shouldn't have commercial licenses without transactions. People shouldn't be doing grace periods without notifying us. We rely on this data to know who are customers are. We think they've churned and they're sitting there happy as a clam using the apps without us knowing. Its not ok.
