Problem Definition
In the documentation listed here, site administrators are instructed to disable the "Confluence Like Plugin" in order to disallow likes on pages and posts. In Confluence Cloud, site administrators do not have the ability to disable system plugins.
Moreover, the documentation mentions that users should be able to disable email notifications for likes. The option does not exist when users go to <NAME.atlassian.net>/wiki/users/editmyemailsettings.action.
Suggested Solution
Provide a way to disable likes in Confluence General Configuration, so administrators can disable likes without disabling the system plugin.
Add the ability to disable "likes" notifications in the Email Notifications page:{{ <NAME.atlassian.net>/wiki/users/editmyemailsettings.action}}
Workaround

added a comment - Hi! In Confluence Cloud there is no way for me to disable likes. And disabling comments stinks - have to do that by revoking permissions PER SPACE!
I would like to easily, globally disable likes for now. Would be smart to allow them to be enabled/disabled at various levels (global, space, page). It would just be nice to have control to disable system plugins in general, which apparently in Cloud I have no ability to manage at all.

It's no longer possible to disable likes in Confluence Cloud, and best estimate is that it won't be possible in the near future. The documentation no longer mentions disabling the plugin.
