This issue has very limited impact for developers:

Forge cli shows success message when deploying

If developers go to installations tab in dev-console, they will see that the versions for sites where previous major version is installed has been updated.

I have verified there is no customer impact because of this issue.

This is reproducible on Data Center: no

Update a previous major version of the app using the instructions here: https://developer.atlassian.com/platform/forge/versions/#backporting--preview-
Navigate to Manage app in Marketplace and go to versions tab

A new version should appear in the list of versions, with major version same as what was used in forge deploy command

No new version visible in MP

Currently there is no known workaround for this behavior. A workaround will be added here when available
