Issue Summary
Marketplace App fails to install with 500 "Internal Server Error" after site reset from empty backup.
During migration test phase empty backup can be used to reset a site which wipes out all the content. In case there was a Marketplace App installed before the reset, it can cause inconsistency between Atlassian billing system and the site (it is still active in the billing system but does not exist on site) resulting in Marketplace App failing to install.
Steps to Reproduce
- Make sure the site is billed via CCP
- Start trial for a Marketplace App
- Import empty backup to reset site
- Try to install the same Marketplace App
Expected Results
The Marketplace App is installed
Actual Results
The App installation fails with 500 Internal Server Error:

Workaround
Cancel the App before resetting the site.
