Issue Summary
The user tier details is missing for some of the licenses in the license API response.
The user tier is sent empty and causes issues with partner reporting.
Steps to Reproduce
- Get License API for the reported license
- tier value is missing.
Expected Results
Tier value should be available in the API response

Workaround
No workaround since the data is missing and needs to be updated in the source system.
