Allow admins to reset app state for private listings

      Problem Definition

      Due to this, if a user tries to use a private listing to install an app that was already previously installed in an instance, they will face an error saying the app can't be installed.

      Suggested Solution

      Allow the instance's admin to reset the app's state so the app can be installed again.

      Workaround

      Contact support through https://support.atlassian.com/contact mentioning the app's name and this ticket https://jira.atlassian.com/browse/MP-221.
