Helpful message in the UI when user tries to install multiple addons from the Marketplace and faces rate limiting

      Summary

      When a user tries to install multiple Marketplace addons in an Atlassian cloud site, it is possible that the addon installation fails after a certain time due to rate limiting. At the moment, the end user does not have the information about:
      A) The maximum number of add-ons that can be installed before hitting the rate limit
      B) The backoff time information to let the user know when they can retry the installation once they hit the rate limit

      Suggestion

      It would be helpful to show a message in the UI that the addon installation failed due to rate limiting and a timestamp after which the user can re-try the addon installation.
