Issue Summary

When users are part of the Open source license/subscription, users are not allowed to use any promotional codes.

Steps to Reproduce

1. Create a promo code on marketplace.atlassian.com
2. Go to promotions page in Atlassian Jira Cloud, e.g. https://<sitename.atlassian.net/jira/marketplace/manage/promotions
3. Click “Apply promotion codes”
4. Enter promo code
5. Click “Che…” => Nothing happens
6. “Apply promo code” button is disabled.

Expected Results

Application should throw appropriate error message when users' with Open source license/subscription tries to apply the promotional code.

Actual Results

Application does not proceed to the next page or it gets hung on the same page.

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
