Issue Summary

Workflow transitions that go from "Any status" to "Itself" are being silently ignored in a JCMA migration plan execution.

Steps to Reproduce

1. in a workflow, add a transition with the conditions outlined below:
   
2. make sure that the changes are published
3. associate this workflow to a project
4. migrate the project over to the Cloud via JCMA

Expected Results

The workflow in the Cloud site to mirror what we have in the Server.

Actual Results

The workflow in the Cloud site did not bring that transition over:

Recreate that transition manually in the Cloud site workflow.
