CCMA still returns the message "Your plan is about to start" even when a plan is already running

Issue Summary

When accessing an already executing plan in CCMA, the plan details page still displays a message that is a bit misleading that reads Your plan is about to start which can be a bit misleading since the plan is likely already well started.

Steps to Reproduce

1. Create a plan in CCMA and execute it
2. After you click run and allow it to process for a bit, return to the plan lists page in CCMA
3. Click view details next to your plan

Expected Results

The page should return a message that says something to the effect of "Gathering plan details"

Actual Results

The page shows a message in the UI that says "Your plan is about to start... this may take a few seconds."

Workaround

Currently there is no known workaround for this behavior. A workaround will be added here when available
