JCMA fail to start due to missing dependency

      Issue Summary

      In the Jira Cloud Migration Assistant, latest version 1.4.8, there is a dependency on Jira Software being installed, otherwise, the assistant will not startup.

      Steps to Reproduce

      1. Create a Jira server with Jira Core only
      2. Install the Jira Cloud Migration assistant
      3. Start the app

      Expected Results

      The app would start normally.

      Actual Results

      The app fails to start with dependency error:

      The below exception is thrown in the atlassian-jira.log file:
