App's module in disabled state after OSGI restart.

Issue Summary

When upgrading an old version of CCMA to a version with App Migrations Framework, server app modules get disabled.

Steps to Reproduce

1. Start Confluence 6.14.0  standalone which has CCMA pre-installed.
2. Install server app with an implemented migration path.
3. Upgrade CCMA to 3.1.3.
4. Check the respective app modules in Manage apps.

Expected Results

Server app modules are enabled.

Actual Results

Server app modules are disabled.

Workaround

The server app has to be disabled and enabled manually again so that all the server app modules are enabled.
