Issue Summary

Plans can be stuck in a RUNNING state and do not progress.

Environment

• Confluence 5.10. or above
• Latest CMAC

Steps to Reproduce

1. Create a Plan for a large Space
2. Start the Plan
3. Kill Confluence with kill -9 (do not do this in production)
4. Restart Confluence

Expected Results

Plans should re-start

Actual Results

Plans say RUNNING, however there is no progression of the Plan and it stays in the same state.

Notes

This is caused by the running thread being killed and CMAC not cleaning up invalid Plans on restart.
