Issue Summary
After migrating both Jira and Confluence from Server/DC to Cloud, links of format "https://jira.company.com/secure/attachment/235524/image-2026-07-23-09-15-34-930.png" refer to the existing server instance.

- Jira Server/DC -> Confluence Cloud migration
- Confluence Server/DC -> Confluence Cloud migration

Steps to Reproduce
Jira server
- Create a Jira issue
- Add an attachment
- Copy the link of the attachment, in format:
https://jira.company.com/secure/attachment/235524/image-2026-07-23-09-15-34-930.pngConfluence server
- Create a Confluence page
- For the contents on the page, ensure there is a link which refers to a Jira attachment. In the storage format, the content will be:
https://jira.company.com/secure/attachment/235524/image-2026-07-23-09-15-34-930.png
Migration
- Migrate both Jira and Confluence to Cloud
- Run link fixing
- Check link
Expected Results
Links are updated after migration to redirect to the appropriate/corresponding Jira attachment URL
Actual Results
Outgoing links still refer to existing Jira Server
Workaround
