Issue Summary

The preflight check - JsmPremiumLicenseCheck blocks migrations with the Assets plugin installed on DC but missing the JSM premium license for the tenant site.

Reporting "Your cloud subscription doesn't support Assets" and blocks the JCMA migration.

Steps to Reproduce

1. Install assets plugin on Jira DC
2. Don't subscribe JSM premium on cloud
3. Even not choosing JSM related entities to migrate, the preflight blocks the migration and reports "Your cloud subscription doesn't support Assets".

Expected Results

If no JSM assets related entities are to be migrated, the preflight check should not report this error and allow the migration to proceed.

Actual Results

preflight check blocks the migration.

Workaround

1. ensure the JSM premium license is enabled on the tenant site or temparorily enable the JSM premium trial on cloud.
2. If no JSM assets to be migrated, and DC is not using assets, uninstalling JSM assets will also unblock the migration.
3. If DC needs assets plugin, and JSM premium trial is not able to be added on cloud site, please reach out to migration support team.
