DiscoverableListener doesn't work with Jira 11

      Issue Summary

      The DiscoverableListener doesn't work with Jira 11. When using the DiscoverableListener, it cannot discover the listener, and the following error is shown on the screen.

      Steps to Reproduce

      1. Create a migration plan using the app implementing the DiscoverableListener
      2. Navigate summary page and it shows Some apps are not registered to received migration notifications.

      Expected Results

      It should be allowed to perform migration using an app implementing the DiscoverableListener

      Actual Results

      The app cannot discover the migration listener and shows the error: "Some apps are not registered to receive migration notifications."

      Workaround

      Currently there is no known workaround for this behavior. A workaround will be added here when available
