Issue Summary

For DC app migration, for Connect apps we have 2 features

• https://developer.atlassian.com/platform/app-migration/tutorials/re-run/
• https://developer.atlassian.com/platform/app-migration/send-feedback-from-cloud-to-server/

Neither of these are available for Forge apps.

As a result, there's no way in Forge to know if a re-run is occurring or not, leading to potential duplicated data or extra processing to confirm if data exists already.

Bring these features to Forge, and keep the Forge implementation in parity with Connect now that Connect is reaching end of support.
