JCMA Remigration of single-project boards without actual project

      Issue Summary

      There is no option to migrate all the non migrated single-project (due to lack of browse project permission to the project by migrating users) boards with a dummy project to cloud.

      Steps to Reproduce

      • Create ProectA on DC
      • Create a boardA and filterA for ProjectA
      • Make sure the migrating user do not have browse permission for the ProjectA
      • Create migration plan and include ProjectA to migrate the data
      • Board associated to single ProjectA will not be migrated to cloud.
      • Add the migrating user to role or group of ProjectA to "Browse Projects" permission
      • Create a dummyprojectB
      • Add the filterA share with the dummyprojectB
      • Create a new migration plan with the dummyprojectB and choose following option in JCMA "All filters and cross-project boards"
      • boardA is not migrated to cloud even though the filterA shared with the dummyprojectB

      Actual Results

      • single-project boards cannot be remigrated to cloud without deleting the project on cloud and then remigrate from server to cloud.
