Improve the performance of multi transfer app migrations

      Issue Summary

      When using multi transfers https://developer.atlassian.com/platform/app-migration/app-migration-transfers/#splitting-complex-migrations-with-multiple-transfers there maybe a large delay between transfers experienced of up to 10 minutes.

      We should bring this time down to similar to time between core migration and app migration starting 1-3 minutes.
