Issue Summary

We can mark some or all users as Former users using the Customize your users in advanced experience . However when we select scoped user migration at the time of Jira migration, it results into incomplete migration and most of the entities failed to migrate with the errors related to tombstone users:

Found missing dependencies for entity mri:mig:jira:issue:10101 mri:mig:identity:user:********

We also see specific user reference shown as failing ("jira:issueWatcherAssociation") because the tombstone user changes were not applied to the scoped projects and users. 

This issue of CSV preference for TombStoned users not being respected by Scoped user migration can also be triggered without incomplete/failed migrations. 

Steps to Reproduce

1. Mark some users as "Former Users" using the CSV file as described in Customize your users in advanced experience 
2. Create new Jira migration plan by selecting scoped projects and "Migrate only the users and groups referenced in projects" option from the user selection.
3. Execute the migration plan and observe the results. It results into an incomplete migration.

Expected Results

Migration should complete without any errors and the tombstoned users should be applied from the User assessment CSV to the scoped projects and users.

Actual Results

Project migration fails for every issue that references a tombstoned user during project import:

Found missing dependencies for entity mri:mig:jira:issue:10101 mri:mig:identity:user:********

Workaround

Users can choose "Migrate all users and groups" option while selecting the user selection. The CSV from advance experience works well with this option.
