Improve UI feedback and button state handling during the "Check / Pre-migration checks" phase in CCMA

      Currently, in CCMA 3.11.16, the "Check / Pre-migration checks" phase can take a long time to load. During this period:

      • The primary action button ("Review migration") is enabled immediately, even before all checks are complete.
      • If the user clicks "Review migration" before the checks finish, the next phase ("Review and save") does not indicate any problems, and the user can proceed to "Run now," which leads to migration errors.
      • Only if the user waits for the checks to finish do blocking errors appear, allowing the correct flow (e.g., "Continue with public access").
      • Additionally, a migration in the "checking for errors" phase cannot be stopped.

      This behavior is misleading and can result in failed migrations and user frustration. In previous versions (e.g., 3.10.13), the checks loaded immediately and blocking errors were shown up front.

      Enhancement request:

      • Update the UI logic so that the primary action button is only enabled after all checks are complete and results are displayed.
      • Ensure blocking errors are always shown before the user can proceed.
      • Allow users to stop migrations that are stuck in the "checking for errors" phase.
