Issue Summary

When using the JCMA to migrate from server to cloud, some public JSM comments are getting migrated as internal.

Steps to Reproduce

This is reproducible on Data Center: (No)

Expected Results

The visibility of comments should not be altered by JCMA during migration; public comments must remain pubilc, and internal comments must remain internal post-migration.

Actual Results

Some public comments became internal.
