Issue Summary

User assessment is currently on the entire User base as outlined here

• CCMA precheck will scan for the scoped userbase.

Problem:

With large user base, the invalid users initially reported by CCMA are fewer ( CCMA precheck is scoped). However, when attempting to fix the invalid user accounts, the entire user list of invalid users is presented as the user assessment is on the entire userbase. 

Suggestion:

If user migration is scoped, there should be an option to provide a list of affected/ invalid users that needs to be fixed to proceed further.
