      Issue Summary

      When selecting ALL boards and filters mode in JCMA there are missing boards on Cloud side.

      Steps to Reproduce

      1. Create a filter that does not specifically reference a project
      2. Create a new plan and select "All filters and cross-project boards" mode
      3. Run the migration

      Expected Results

      That all filters and cross-project boards are migrated.

      Actual Results

      The filter created that does not reference a project is missing on Cloud side.

      Workaround

      Upgrade to JCMA 1.12.41
